Netherlands has a big number of citizens dependent of cannabis with 15-20% THC, but they do not count them at all as problematic drug users. Then the statistics look better. Nobody should accept excluding vine drinkers if we were talking about the number of alcoholics.
Another example. I Sweden is it standard to analyze a blood sample after death. If for somebody was killed in a car accident and had THC (evidence of cannabis) in his blood it is counted as a cannabis related death in Sweden, but not in Netherlands.
