{"id":10686,"date":"2018-12-12T09:57:20","date_gmt":"2018-12-12T09:57:20","guid":{"rendered":"https:\/\/drogriporter.hu\/?p=10686"},"modified":"2022-07-04T14:15:36","modified_gmt":"2022-07-04T12:15:36","slug":"csfreport2018","status":"publish","type":"post","link":"https:\/\/drogriporter.hu\/en\/csfreport2018\/","title":{"rendered":"Civil Society Identifies Huge Gaps to Be Bridged in Implementing the EU Action Plan on Drugs"},"content":{"rendered":"<p>In its new report, the <a href=\"https:\/\/www.civilsocietyforumondrugs.eu\/\">EU Civil Society Forum on Drugs<\/a> (CSFD) urges member states and EU institutions to fulfill their commitments and bridge the gaps in providing access to and improving quality of prevention, treatment and harm reduction services.<!--more--><\/p>\n<p>The CSFD, an expert group of the EU Commission, published a report\u00a0assessing civil society perspectives on the implementation of <a href=\"https:\/\/drogriporter.hu\/en\/eu_ap\/\">the EU Action Plan on Drugs (2017-20)<\/a> in regard to access to and quality of various key services aiming at preventing, treating and reducing drug-related problems (<a href=\"https:\/\/drogriporter.hu\/wp-content\/uploads\/sites\/8\/2018\/12\/2018_CSF-report_final.pdf\">you can download the full report from here!<\/a>). The report is based on the findings of a survey completed by 169 civil society organisations (CSOs) working on the ground, from 32 European countries, including all EU member states but Malta.\u00a0The report was written by Iga Kender-Jegorska (<a href=\"https:\/\/euro-yoda.org\/\">YODA<\/a>) and Peter Sarosi (<a href=\"https:\/\/www.rightsreporter.net\/\">Rights Reporter Foundation<\/a>).<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/e.issuu.com\/anonymous-embed.html?u=rightsreporterfoundation&amp;d=2018_csf_report_final\" width=\"750\" height=\"422\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p><strong>Watch this video we produced on how civil society sees the EU Action Plan on Drugs!<\/strong><\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/KZigH1cjWvQ\" width=\"750\" height=\"422\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/p>\n<p>The report shows significant and numerous gaps between the ambitious strategic goals and policy actions adopted by member states, and the reality on the ground perceived by CSOs. Some of the inequalities are regional: the access to and the quality of services is much lower in the East-Central European and Western Balkan countries than in the Western and Southern member states. It is alarming that in some East-Central European member states certain basic services, such as needle and syringe programs, has been reduced to zero or close to zero.<\/p>\n<p>There are large differences between countries regarding the accessibility of various services. Innovative harm reduction interventions, such as drug consumption rooms, naloxone distribution programs and drug checking services are only available in a few member states. There are also discrepancies between accessibility and quality of services. For example, while drug prevention services are widely accessible in most member states, their quality is perceived low and they are rarely available on the Internet. It also calls member states to improve the quality of services by implementing the minimum quality standards of demand reduction adopted by the EU Council in 2015. He was the Director of the Drug Policy Program at the Hungarian Civil Liberties Union between 2004 and 2015. He is experienced in working at international drug policy forums such as the Commission on Narcotic Drugs. He was twice elected to the Core Group of the EU Civil Society Forum on Drugs. He is the co-chair of the Eurasian Harm Reduction Network. He has been representing the Hungarian Harm Reduction Network at the government\u2019s drug advisory body in Hungary since 2007. Peter also contributed to building a network of advocacy NGOs in Europe: the European Drug Policy Initiative. He provided technical assistance to several NGOs, and launched several campaigns on drug policy reform. As a member of the Drugreporter video advocacy team, he has produced videos about drug policy issues in a number of countries.
