Watch our new documentary on the future of peer-led drug services.<\/p>\n\n\n\n<!--more-->\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/tWzVn0HjC8k\" width=\"560\" height=\"315\" frameborder=\"0\" style=\"\" allowfullscreen><\/iframe>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-house-founded-by-people-who-use-drugs\">A House Founded by People Who Use Drugs<\/h2>\n\n\n\n<p>The House \u2014 \u201c<a href=\"https:\/\/husetbergen.no\/\">Huset Bergen<\/a>\u201d in Norwegian \u2014 was founded in 2022 by three organisations of people who use drugs: <a href=\"https:\/\/a-larm.no\/\">A-Larm<\/a>, <a href=\"https:\/\/prolarnett.no\/\">proLAR Nett<\/a> and the <a href=\"https:\/\/humanruspolitikk.no\/en\/home\/\">Association for Humane Drug Policy<\/a>. It\u2019s a meeting place, It\u2019s a safe haven. It\u2019s a place to get information, a place to get help. It\u2019s a place to get clothes. It\u2019s a place to get food.<\/em>\u2019<\/p>\n\n\n\n<p>Tom Andre Faye, a Peer-to-Peer Bridgebuilder employed at the House, tells us this in a small office upstairs.<\/p>\n\n\n\n<p>Peers provide <a href=\"https:\/\/drogriporter.hu\/en\/video-database\/?wpv_view_count=11598&amp;wpv-video-author=0&amp;wpv-archive=needle-and-syringe-programs&amp;wpv-video-series=0&amp;wpv-countries=0&amp;wpv_post_search=&amp;wpv_filter_submit=GO%21\">needle and syringe exchange<\/a>, safe disposal of used equipment \u2014 including small round \u201cpuck\u201d containers \u2014 and <a href=\"https:\/\/drogriporter.hu\/en\/video-database\/?wpv_view_count=11598&amp;wpv-video-author=0&amp;wpv-archive=overdose-prevention&amp;wpv-video-series=0&amp;wpv-countries=0&amp;wpv_post_search=&amp;wpv_filter_submit=GO%21#038;wpv-video-author=0&amp;wpv-archive=needle-and-syringe-programs&amp;wpv-video-series=0&amp;wpv-countries=0&amp;wpv_post_search=&amp;wpv_filter_submit=GO%21\">naloxone<\/a> training. They conduct outreach on the streets of Bergen, connect people to housing and healthcare, and provide immediate, practical support grounded in trust. They also publish the city of Bergens&#8217;s only street magazine.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-ownership-instead-of-control\">Ownership Instead of Control<\/h2>\n\n\n\n<p>Huset is fully operated by people with lived and living experience. As Marianne Pierron, co-founder and director of the House, explains:<\/p>\n\n\n\n<p>\u2018<em>We got the same salary. And I think that this makes me no more important than the person who cleans the floor or is making the food or is drifting this place. And we are successful because they are owners of the house. There are no searches, no punishment, no moralising. Yet precisely because the House belongs to its users, they themselves intervene if someone attempts to deal drugs on the premises or disrupt the space. Responsibility replaces enforcement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-from-harm-reduction-to-social-participation\">From <a href=\"https:\/\/drogriporter.hu\/en\/archive\/harm-reduction\/\">Harm Reduction<\/a> to Social Participation<\/h2>\n\n\n\n<p>One of Huset\u2019s most important contributions is shortening the path to active social participation. Lisbeth Haugland had not been employed for 30 years before receiving an opportunity to work at Huset. Today she supports visitors facing a wide range of challenges.<\/p>\n\n\n\n<p>\u2018<em>It\u2019s a delicious experience to look at somebody that, you have seen before to just sit like this<\/em>\u2019 she says, shoulders lowered. \u2018<em>And now they\u2019re like this!<\/em>\u2019 She gestures upward like a rocket taking off.<\/p>\n\n\n\n<p>A <a href=\"https:\/\/husetbergen.no\/wp-content\/uploads\/2025\/10\/Rapport-Huset-Bergen-AS.pdf\">recent report<\/a> highlights the massive impact of their peer-to-peer methodology and innovative solutions: by 2025, no less than a full two-thirds of their revenue was generated through their own service delivery. The municipality also funds Huset to operate a night shelter, open every night from 22:00 to 09:00. Like the House itself, it is fully staffed by people with lived and living experience.<\/p>\n\n\n\n<p>When we <a href=\"https:\/\/youtu.be\/tWzVn0HjC8k\">visited to film<\/a>, we were welcomed with a generous serving of vegetable omelette, prepared by Yngvar Kristoffersen, who cooks around 100 meals daily for an average of 150 visitors. Before beginning work each day, he first visits <a href=\"https:\/\/www.helse-bergen.no\/avdelinger\/rusmedisin\/rusmedisin-lar\/rusmedisin-heroinassistert-behandling\/\">HABIB, a heroin-assisted treatment clinic<\/a> just a few blocks away.<\/p>\n\n\n\n<p>\u2018<em>The success is the medication. It\u2019s the diamorphine.<\/em>\u2019 explains Vibeke Buljovcic, director of the state-run pilot project providing legal heroin to people who have not benefited from other treatment options. \u2018<em>They\u2019re functioning well. Absolutely functioning well.\u2019 [They get] better quality of life. As long as people are happy, I\u2019m happy. And they are mostly happy.<\/em>\u2019<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-city-and-business-support-for-huset-bergen\">City and Business Support for Huset Bergen<\/h2>\n\n\n\n<p>What is perhaps most remarkable is the level of institutional support Huset receives. In many countries, such initiatives face opposition. In Bergen, they are publicly praised.<\/p>\n\n\n\n<p>At the \u201cEveryone Can Do a Little\u201d Conference, senior city officials highlighted Huset as a success story.<\/p>\n\n\n\n<p>\u2018<em>They have not been given a place in the city, they have taken it. They have taken that place by being visible, by actually cooperating both with the municipality, with business and with others. There\u2019s been a big national debate about the policy, and there have been some changes, which is good, which is more like, giving help instead of punishment. I think we see that we can\u2019t solve these problems on our own and that we need to work together. And so far, it\u2019s really working.<\/em>\u2019<\/p>\n\n\n\n<p>Business leaders echo that sentiment.<\/p>\n\n\n\n<p>\u2018<em>What Marianne did and what the House in Bergen did, was to change the whole idea that we can\u2019t have people coming together. Yes, we can, if we have an opportunity to get a nice meal to meet other people, who care. And I think the whole city saw that.<\/em>\u2019<\/p>\n\n\n\n<p>said Frode Fjellstad, Director of Grant Allocations at Agenda Vestlandet.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.bergen-chamber.no\/en\/\">Bergen Chamber of Commerce<\/a> supported the conference, the House and <a href=\"https:\/\/youtu.be\/tWzVn0HjC8k\">this film.<\/a> Sverre Simen Hov, Policy Advisor at the Chamber, described why:<\/p>\n\n\n\n<p>\u2018<em>We need to trust in each other. We need to be able to speak to each other. It makes common economic sense. It also makes less of a burden on budgets for the municipality here. [Huset Bergen] gives so much back to the Bergen society, and it gives a lot of credibility back to the companies. So it\u2019s on every level, but most importantly, on the human individual level, it makes so much sense to engage in this.<\/em>\u2019<\/p>\n\n\n\n<p>According to Christian Ohldieck, Director of the Department of Addiction Medicine at Bergen University Hospital, the peers at Huset provide valuable insight into service development:<\/p>\n\n\n\n<p>\u2018<em>There\u2019s a huge potential in this collaboration. The importance of the drug user perspective in how we develop our services and how we treat our patients is very important.<\/em>\u2019<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-fighting-dehumanisation-and-breaking-stigma\">Fighting Dehumanisation and Breaking Stigma<\/h2>\n\n\n\n<p>Huset\u2019s mission extends beyond service provision.<\/p>\n\n\n\n<p>\u2018<em>I hope we can start to bring a change of how people look at drug addicts and, the rehabilitation of drug addicts. I hope we can show that people who use drugs can do a full day\u2019s job.<\/em>\u2019<\/p>\n\n\n\n<p>said Tom Andre Faye.<\/p>\n\n\n\n<p>\u2018<em>And take down those walls. After three decades as a war photographer, Morten Emil Hvaal found a different kind of peace here.<\/p>\n\n\n\n<p>\u2018<em>People are letting me get closer and closer.<\/em>\u2019 he explains. \u2018<em>But I\u2019ve also always made sure they know that I am not interested in the photographs when they look like the stereotypical image that you see in the media\u2026 because there isn\u2019t one.<\/em>\u2019<\/p>\n\n\n\n<p>His words resonate with our own approach at Drugreporter:<\/p>\n\n\n\n<p>\u2018<em>The sort of essence of proper documentary making, is that you\u2019re not necessarily or you\u2019re not at all after the extremes. You\u2019re after what is representative\u2026 Society doesn\u2019t know anything about them, largely because society doesn\u2019t want to know. It\u2019s uncomfortable. And ignorance is the enemy of all kinds of interaction and all kinds of societies.<\/em>\u2019<\/p>\n\n\n\n<p>In the end, the work is about humanisation \u2014 restoring the dignity that stigma and marginalisation take away.<\/p>\n\n\n\n<p>As Marianne Pierron told us:<\/p>\n\n\n\n<p>\u2018<em>I don\u2019t like people &#8211; I don\u2019t care who they are &#8211; to be dehumanized. So that is what\u2019s keeping me running.
