The 2009 UN high level meeting on drugs was a d\u00e9ja vu experience for us: instead of realizing the failure of achieving the targets adopted by the 1998 UNGASS, governments committed themselves again to make the world drug-free. If we read the text of the new Political Declaration we can have the strange feeling that somebody simply copy pasted the 1998 declaration: the target is \u201cto eliminate or significantly reduce\u201d the demand and supply of drugs in 10 years, just like 10 years ago. The race for a drug-free world is not over, only the deadline changed, it\u2019s 2019 now.
