Russia, Methadone and the International Law<\/strong><\/p>\n

The HCLU presents three uncut presentations from the 2009 Moscow AIDS conference by international and Russian experts on the legal analysis of the unavailability of methadone in Russia.<\/p>\n

As we reported a few days ago<\/a>, the Russian "Drug Czar" Mr. Viktor Ivanov, Director of the Federal Drug Control Service announced at a press conference that methadone treatment is not banned in Russia (methadone and buprenorphine or any other maintenance or replacement therapy is unavailable in the country at the moment). As background information, we would like to present you three excellent presentations on this topic.<\/p>\n

The HCLU's video advocacy team were present at the EECAAC, Moscow conference on the 28-30 October 2009. In our earlier report <\/a>we showed you the situation of harm reduction programs in the country, now we would like to present you three full presentations, that we recorded at the session held by the United Nations Office on Drugs and Crime.<\/p>\n

The first presentation is by Vladimir Ibragimov, Head of the UNODC Country Office for the Russian Federation, titled: “Russia’s policy on HIV prevention amongst IDUs: off the beaten track?”. In his presentation Mr. Ibragimov summarizes and analises the Russian situation. This video is only available in Russian.<\/p>\n

The second presentation is an international legal analysis by Professor William E Butler, titled: “The Right to health and the UN Drug Conventions”. This video is only available in Russian.<\/p>\n
