“A déja vu is usually a glitch in the Matrix. It happens when they change something,” says Trinity in the cult movie of the Wachowski-brothers, The Matrix. The 2009 UN high level meeting on drugs was a déja vu experience for us: instead of realizing the failure of achieving the targets adopted by the 1998 UNGASS, governments committed themselves again to make the world drug-free. If we read the text of the new Political Declaration we can have the strange feeling that somebody simply copy pasted the 1998 declaration: the target is “to eliminate or significantly reduce” the demand and supply of drugs in 10 years, just like 10 years ago. The race for a drug-free world is not over, only the deadline changed, it’s 2019 now. Déja vu – a glitch in the matrix of the global drug prohibition regime, and it is a sign of change.
